What is RISE PA?

Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) is a $396 million statewide industrial decarbonization grant program funded through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants under the Inflation Reduction Act of 2022. The purpose of this program is to offer grants for small-, medium-, and large-scale decarbonization projects at industrial facilities to reduce greenhouse gas (GHG) and co-pollutant emissions. RISE PA is focused on reducing emissions from Pennsylvania’s industrial sector, which is the highest-emitting sector statewide and accounts for just over 30% of Pennsylvania’s total GHG emissions.

Who qualifies?

  • A Pennsylvania manufacturer who is engaged in the mechanical, physical, or chemical transformation of materials, substances, or components.
  • Industrial facility with NAICS codes 31-33, agriculture, forestry, fishing/hunting NAICS code 11, mining/oil and gas extraction NAICS code 21, construction NAICS code 23.
  • Owner/operator of active underground or surface coal mine, abandoned underground mine, or coal processing operation.
  • Owner/operator of natural gas or oil system(s), including natural gas production, transmission, and distribution equipment.
  • Energy or sustainability as a service companies, other “as a service” companies.

What does RISE PA offer?

  • Free energy assessments – receive a free comprehensive onsite energy assessment of your manufacturing facility.
  • Grants for energy efficiency projects. Multiple award tracks available:
    • Up to 50% for projects $1 million and under
    • Up to 30% for projects between $1M – $220M
    • Bonus awards for Fair Labor, Community Benefits, and GHG Reduction.

Common Grant Questions

  • If I complete the assessment, do I have to apply for the RISE PA grant? No, you are not required to apply for  grant.
  • Am I eligible for other grants, tax credits, rebates, or incentives if I apply for RISE PA?  Yes, our team can help you identify other opportunities.
  • When are the deadlines? First round of grant requests above $1 million are due August 29, 2025 and requests under $1 million are due August 15, 2025. There is no guarantee of additional rounds of funding.
